Circular #5 Activating Organ Donation In UAE And The Role Of Intensive Care Units In Hospitals

To: All Health Facilities Licensed by Dubai Health Authority
In accordance with the recommendations of the Ministry of Health and Prevention and in reference to the Federal Decree Law No. (4) of 2016 on Medical Liability, Federal Decree-Law No. (5) of 2016 on Regulation of Human Organs and Tissue Transplantation, Ministerial Decree No. (550) of 2017 concerning the criteria for the diagnosis of death.
Therefore, in order to provide the unique opportunity to practice the right to donate and save organ failure patient’s lives, to activate brain death procedures, and enabling those wishing to donate after death to save lives of others.
All Intensive Care Units in hospitals are requested to adhere to national procedures for reporting critical cases of brain injury that can evolve into brain death and follow the UAE Brain Death Protocol (as per the attached) in order to provide the necessary support and to build the required integration between different health authorities, by communicating with the National Program Coordinators through the following numbers:

AND notify DHA Health Regulation Sector on the confirmed brain death cases through email: Braindeath@dha.gov.ae
To avoid any violations or penalties all health facilities must adhere to this Circular in accordance with the instructions set out within.
